i phone is commenly available in UAE, u can buy from Etisalat out let or any other moble shopes with out any plan(you can use as a handset), i belive now its cost around AED 2800 only.

You might want to mention that only with plan 1 can you cancel within the 12 months for AED300 cancellation fee. The other plans if you cancel you pay the full 12 months worth.
