The Dubai Municipality has now implemented it’s latest phase in the anti-smoking campaign in Dubai - according to the official website, smoking will now be banned in Hotels and Hotel Apartments too:

After the success of the pervious phase of regulating smoking in all the shopping malls, restaurants, cafes and sheesha shops, Dubai Municipality is pleased to announce the launch of the third phase by regulating smoking at all the hotels & hotels apartments in Dubai from 15/1/2008. 

This is being done due to its keenness to protect public health and prevent the damage to the health of non-smokers. Dubai Municipality hopes everybody will comply with this and contribute towards the accomplishment of this project.
